MFF means Micro Feeder Franchise selected to carry out the various activities related to supply of Electricity in Grama Panchayat (GP) areas especially to improve rural revenue collection.

ROLE AND RESPONSIBILITY OF MFF

  • Meter Reading, Billing, Bill Distribution and Revenue Collection.

  • Depositing the Collections with the Utility.

  • Registering Complaints and Forwarding to Utility.

  • Facilitating the utility in attending the Grievances of Low Tension Consumers Viz. Domestic, AEH, Commercial, Small and Medium Industries upto 40 H.P. (Excluding Water Supply, Streetlight).

  • Giving Feed Back about Field Realities to the Utility on Regular Basis.

ELIGIBILITY CRITERIA TO BECOME MFF

  • Should be a Resident of the Panchayat.

  • Must be of Age Between 18-38 years as on 1st August 2003.

  • Minimum Educational Qualification ITI or Engineering Diploma in any branch or SSLC / PUC with knowledge of billing and collection.

  • He should provide 15 days Revenue Billing as Bank Guarantee for the Period of Engagement.

INCENTIVE FEE PAYABLE TO MFF

  • An MOU being signed with MFF by BESCOM.

  • BESCOM will provide no incentive to the MFF for the collection of revenue upto the base line which is being already collected by BESCOM staff. However, a fee of 8% (subject to maximum of Rs.4,000/- (Rs. Four Thousand Only) per month) will be paid to the MFF on total collection in his/her Grama Panchayat area from all low-tension consumers, viz, LT1, LT2, LT3, LT4 and LT5 upto 40 HP, (including money paid by the consumers at BESCOM cash collection centers), for the services rendered by him/her.
    For any revenue collection beyond base line, the MFF will be paid a incentive fee of 8%. Furthur, an incentive of Rs.100/- per installation regularized for every unauthorized installation also be given.
    In the event of any revenue collection in his Grama Panchayat area falling below the target amount in any month, a penalty of 2% of fees will be deducted for every shortfall of Rs.10,000/- (Rs. Ten Thousand Only) per month or part thereof. The payment of these sums will be made in the 1st week of the subsequent month, and on settlement of accounts.

  • Training given to selected MFF's.

COMMENCEMENT OF MFF SCHEME IN BESCOM

  • Pilot scheme in Tiptur and Devanahally talukas commenced in 22 Gram Panchayats during August 2003.

  • Progress in Revenue Collection in encouraging.

  • 2nd Batch of 220 MFF's have also commenced their work in other talukas since 2/3 weeks.

  • 3rd Batch of about 237 MFF's have been trained and MOU's signed and they are expected to work in the field with effect from 8th December 2003.

  • In all 479 MFF's will be in place by 8th December 2003.

  • The applications along with Bank Guarantee for 4th Batch of about 225 MFF's are under process.
